WHAT IS THE NAME OF THIS BOOK?

i was reading a book a long time ago about this country where it was illegal to have more than 2 kids. this family had 3 and the youngest had to live in the attic until he finds a friend and she leads a rebilion and gets killed. he then goes to a school with no walls and starts a garden? any thoughts on the name?
