Does anyone know this movie?

I watched it all the time as a kid and can't remember the name or find it anywhere...It's about this boy who gets locked in this witch's attic and finds fairies or some kind of tiny people in an old trunk. The witch also tries to poison the boy I think by giving him cookies, but he doesn't eat them.
